The purpose of the Cost-Benefit Analysis Tool is to analyse the costs and benefits of different communication services from end-user perspectives in order to help the target audience provide better products and services for their customers and to develop new products and markets. End-users include both individuals and organisations.

The cost-benefit analysis tool is designed for a target audience that includes telecommunication network providers, equipment manufacturers and content service providers. These organisations provide communication technology and services for end-users. The tool is a computer-based implementation.
